Joe Greenman is a highly skilled attorney whose practice is built on a mastery of deciphering the deep complexities of the U.S. healthcare delivery system. As an ally to healthcare providers and payors, he works to reduce and eliminate client liability and maintain regulatory compliance in a landscape that is ever-changing. Joe has extensive experience working with state regulatory agencies and has previously worked in the private, public and nonprofit sectors of the healthcare industry over the past 20 years.  

As the former Senior Vice President and General Counsel of Oregon Health Care Association, Joe possesses in-depth knowledge of the laws and regulations governing the entire continuum of care providers.

Joe assists healthcare entities with the following services:

  • Planning and structuring compliance initiatives;
  • Public policy matters;
  • Legislative and regulatory advocacy to influence public agency rulemaking;
  • Healthcare reimbursements;
  • Regulatory enforcement appeals;
  • Operational risk management;
  • Legal formation, ongoing counsel and assistance for nonprofit entities;
  • HIPPA compliance; and
  • Anti-Kickback Statute and Stark Law.

Joe thrives at the intersection of law and public policy. He helps clients have a better understanding of how our government, and the network of laws it creates, impacts the overall operations of the healthcare system. He testifies before the Oregon Legislative Assembly and local government entities and assists clients with state and federal legislation and regulatory enactments. Joe currently serves as a member of the American Health Care Association Legal Committee. He is also a nationally recognized speaker, instructor and author on health-related topics.

When Joe is not working to assist a healthcare entity, he is volunteering in public service. He currently serves as the appointed chair by Governor Brown of the Oregon Governor’s Commission on Senior Services, where he provides advice on the needs of elderly Oregonians and recommends actions for state government appropriate to meet those needs. Joe previously served as a member of a city council.
